Microsoft Copilot Plus vs. Copilot: what matters
Microsoft has created a naming maze. Almost every product now carries the Copilot label, but not all Copilot names describe the same thing. The phrase Copilot Plus appears in news about AI PCs, while plain Copilot is the AI assistant you open in a browser, on a phone, or from the Windows taskbar. One is software that helps answer questions and complete tasks; the other is a category of PC hardware designed to run certain AI workloads on the device. Understanding the difference comes down to seeing which part of the stack is being described.
Copilot, as a brand, evolved from Bing Chat, which Microsoft introduced in early 2023 after investing in OpenAI. By late 2023, Microsoft began positioning Copilot as the replacement for Cortana across Windows. The name multiplied quickly: Copilot in Windows, Copilot in Edge, Microsoft 365 Copilot, Copilot for Security, Copilot Pro, and Copilot+ PC. None of those additions protected users from confusion, and the launch of Copilot+ PCs in May 2024 made the problem worse because many people assumed the new machines shipped with an upgraded chatbot.
If you came looking for a product called Microsoft Copilot Plus, the closest official name is Copilot+ PC, a label Microsoft applies to certain computers. There is no separate subscription called Copilot Plus. The plus sign belongs to the hardware, not to a bigger version of the Copilot assistant. That distinction matters when you are deciding whether to buy a new laptop or simply download an app on the device you already own.
What is Microsoft Copilot?
Microsoft Copilot is an AI assistant. It is built on large language models, and it can answer questions, summarize text, rewrite emails, generate images, write code, and help you think through a problem in a conversational way. It works through a web app, a mobile app, and a Windows app, and it can also appear inside Microsoft Edge and other Microsoft services. For most users, the basic version is free, and a paid subscription called Copilot Pro adds faster responses, priority access during peak times, and better integration with some Microsoft 365 desktop applications.
The important architectural point is that Copilot is primarily a cloud service. When you ask Copilot a question, the prompt is sent to Microsoft’s servers, where powerful models process it and send a response back to your screen. That means you do not need an AI PC to run Microsoft Copilot. Even a modest laptop, tablet, or phone can use it as long as you have an internet connection. Cloud processing also gives Microsoft flexibility to update the underlying model, so the assistant can improve without demanding new hardware from users.
Copilot in Windows appears as a button or an app, and Microsoft has added a dedicated Copilot key on many new keyboards. Pressing that key opens the Copilot chat experience. But the presence of a Copilot key does not make a computer a Copilot+ PC. The key is simply a shortcut to the assistant. Many PCs with Copilot keys are ordinary laptops that use cloud-based AI rather than the local NPU features associated with Copilot+.
What is a Copilot+ PC?
A Copilot+ PC is not an AI assistant. It is a Windows hardware standard. To earn the label, a computer must meet a set of minimum requirements, including an NPU, or neural processing unit, capable of at least 40 trillion operations per second, or TOPS. The machine also needs at least 16GB of RAM and 256GB of storage, along with modern CPU and GPU components. Microsoft first introduced the standard alongside laptops powered by Qualcomm’s Snapdragon X Elite and Snapdragon X Plus chips, and later expanded it to include AMD Ryzen AI 300 processors and Intel Core Ultra 200V processors.
Why does the NPU matter? Traditional CPUs and GPUs can run AI workloads, but they are not always efficient for long-running or always-on tasks. An NPU is designed to handle models efficiently with lower power consumption. That allows AI features to run locally on the device, without sending every piece of information to the cloud. Local processing can be faster for certain tasks, and it can improve privacy because data does not have to leave the computer.
Microsoft calls these machines Copilot+ PCs because they were designed to work alongside Copilot and because they unlock a set of Windows AI features that ordinary PCs cannot run. The branding suggests a partnership between the user’s personal computer and Microsoft’s broader AI platform. But the Copilot chat assistant itself is not tied to the hardware. You can open the same Copilot experience on a non-Copilot+ PC, and in many cases it will behave similarly.

- Recall: Microsoft designed Recall to let users search past activities by using natural language. The feature can capture snapshots of your screen and create a searchable timeline of what you have seen and done. Recall was initially presented with security and privacy concerns, and Microsoft later delayed its broader rollout and made it an opt-in experience that requires Windows Hello validation.
- Live Captions: This feature provides real-time translation of audio and video from many languages into English captions. Because the processing is done locally, it can work in video meetings, streaming services, and voice conversations without sending audio to the cloud.
- Cocreator in Paint: Microsoft Paint’s Cocreator uses AI and an NPU to generate artwork based on text prompts and a rough sketch. It is an example of an on-device creative tool that relies on local diffusion models.
- Windows Studio Effects: These camera effects include background blur, automatic framing, and eye contact correction. They run in real time during video calls and can reduce the load on the main processor by using the NPU.
- Auto Super Resolution: This technology uses AI to improve the frame rate and visual quality of games by intelligently upscaling lower-resolution content. It is aimed at gaming on laptops that might otherwise struggle with demanding titles.
These features are not just chat responses. They are integrated into the operating system and third-party apps, and they demonstrate why Microsoft made the NPU a central requirement. The NPU enables continuous sensing and processing that would drain a traditional laptop battery if it were handled by the CPU or GPU.
Does Microsoft Copilot work better on a Copilot+ PC?
On paper, Microsoft Copilot and Copilot+ PC are designed to coexist. In practice, Copilot chat still depends on cloud models, so opening the assistant on a Copilot+ PC does not automatically change the chat experience into a local one. The PC’s NPU can be used by Windows features and by independent developers, but Copilot’s large language models are generally served from Microsoft’s cloud because they are far larger than what a consumer PC can efficiently store or run.
Some local experiences, such as Recall’s semantic search, do make the Copilot-related ecosystem feel more intelligent. When you use Copilot in Windows, it may eventually be able to pull in more context from local data. But for now, the difference between Copilot Plus and Copilot is not a difference between versions of the same chatbot. It is a difference between a computer that is certified to accelerate AI and an AI service that can run almost anywhere.
This point is still lost on many PC buyers, especially because Microsoft puts a Copilot key on keyboards of ordinary laptops. The key is a shortcut, not a certificate. A cheap laptop with a Copilot key will open the same chat interface as an expensive Copilot+ machine, but the cheap laptop will not be able to run many of the local AI features that define the Copilot+ experience.
How should you decide?
If you already own a working PC and simply want an AI assistant, Microsoft Copilot is easy to use. You can open it in a web browser or install the mobile app, and there is no need to upgrade your hardware. The free tier is enough for many writing, research, and brainstorming tasks. If you need faster models or tighter integration with Microsoft Office apps, you might consider Copilot Pro, but that is still a subscription decision, not a hardware decision.
If you are shopping for a new computer and care about privacy, battery life, and system-level AI, a Copilot+ PC is a more meaningful purchase. Local AI processing can keep sensitive information on your device, and it can enable features like instant live captions, AI-powered camera effects, and creative tools that do not require an internet connection. Over time, developers are likely to build more NPU-accelerated applications, so a Copilot+ PC may age better than a standard laptop in the same price range.
The best move is to separate the marketing labels from the actual experience. Ask whether the new laptop has an NPU with more than 40 TOPS, how much RAM it has, and which AI features will actually work on day one. Then ask whether Copilot chat matters to your workflow. If you want AI assistance everywhere, use Microsoft Copilot. If you want a future-ready PC that can run AI locally, look for the Copilot+ label. The two are built for each other, but only one of them lives on your desk.
