The Pentagon is expanding the range of generative AI tools available to U.S. military and civilian personnel. GenAI.mil, the department's centralized platform for commercial AI services, now includes custom implementations of OpenAI's ChatGPT and Starshield AI's Grok. The additions are intended to give users more choice when handling sensitive unclassified work inside a government-controlled environment.

According to the Pentagon, both ChatGPT Mil and Grok for Government have been accredited for Controlled Unclassified Information, or CUI, at Impact Level 5. That designation allows personnel to use the tools for certain sensitive but unclassified work rather than relying on consumer versions of the services. In practice, this means users can upload documents, create projects and run AI-assisted reasoning within a more secure setting than a public app.

GenAI.mil grows into a multi-model hub

GenAI.mil initially launched with Google's Gemini for Government. For much of its early existence, the platform was essentially a single-provider experiment shaped around one commercial large language model. The new deployments of ChatGPT Mil and Grok for Government change that picture, turning the service into something closer to a marketplace or hub for multiple AI models.

The growth of GenAI.mil comes as the department records strong adoption. More than 1.7 million unique users have joined the platform out of a workforce of more than 3 million military and civilian employees. That user base is large by government standards, but it also creates serious questions about how different models should be matched to tasks and how outputs should be reviewed.

The shift toward multiple providers reflects a broader government trend. Agencies have moved away from believing that a single AI vendor will meet every need. Different models have different strengths in coding, writing, reasoning, summarizing and integrating with enterprise data. In a military context, those differences matter even more because errors can quickly become operational or policy problems.

The Pentagon's announcement of two new tools is therefore not just a product update. It is a sign that AI procurement inside the national security establishment is becoming more modular. Instead of buying one assistant for everyone, the Pentagon is setting up a common environment where users can choose a model based on the job at hand.

ChatGPT Mil targets document-heavy work

ChatGPT Mil is aimed largely at everyday work that consumes government employees' time. According to the Pentagon, it supports chats, files, projects and custom GPTs. Uses range from administration and logistics to planning and policy. These are not cutting-edge combat applications; they are the internal processes that keep a large organization running.

One likely benefit of ChatGPT Mil is document handling. Many defense workers spend hours drafting memos, summarizing reports, answering emails and reviewing policy guidance. A model integrated into a secure file workflow can help with first drafts, redlines and formatting. Custom GPTs let users create repeatable assistants for specialized workflows, such as after-action reviews or travel risk assessments.

The consumer version of ChatGPT has already demonstrated how useful chat interfaces can be for ordinary office tasks. But the military version has important differences: it runs in an accredited environment, can be managed with administrative controls and is intended to handle information that is not public. The government version also gives commanders an audit trail for how AI outputs are produced and used, which can be useful for accountability.

Still, ChatGPT Mil is not necessarily the best choice for every task. It is optimized for interaction that is broad and conversational. In scenarios requiring deep mathematical reasoning or dense technical analysis, other models may perform better. The Pentagon is making those choices easier by adding multiple models inside the same network rather than forcing everyone to use a default assistant.

Grok for Government adds reasoning modes and playbooks

Grok for Government, built by Starshield AI, takes a more expansive approach. The Pentagon says it includes deep-thinking inference and three reasoning modes: Auto, Fast and Expert. These modes are intended to let users control how much time and computation the model spends on a response. A quick question can use Fast mode, while a complicated acquisition memo can use Expert mode to produce a deeper analysis.

The platform also includes customizable workspaces, persistent projects and reusable playbooks. Persistent projects matter because they allow users to maintain continuity across sessions. A logistics analyst working on a shipment plan can save files, prompts and model outputs inside a single workspace and pick up the work later. Reusable playbooks take that idea further by turning good workflows into templates that other users can copy and adapt.

That approach is designed to preserve what the Pentagon calls institutional knowledge. Military and civilian personnel rotate jobs frequently, and knowledge can be lost when someone leaves a unit or transfers. If a seasoned acquisition professional creates a playbook for market research, a less experienced colleague may be able to follow the same structure and ask better questions of the AI tool.

Starshield AI's statement about Grok for Government said it would provide the warfighter with immediate productivity gains, stronger knowledge continuity and more secure and efficient collaboration. That language highlights an important point: the Pentagon views these tools not as a single technology deployment but as a way to improve long-term organizational memory.

What IL5 accreditation means for users

The Pentagon's announcement stresses that both tools are accredited for Controlled Unclassified Information at Impact Level 5. IL5 is a security designation used by the Pentagon for cloud systems that process CUI. CUI includes a broad range of unclassified information that still requires safeguarding, such as export-controlled technical data, medical records or certain financial information.

IL5 is not the highest level of security available. Some defense applications involving classified national security information require higher levels, up to Impact Level 6 or special access environments. But IL5 is significant because it allows far more useful work than a standard commercial service. Without IL5, employees would have to strip context from documents before using an AI tool or avoid using it altogether for sensitive but unclassified tasks.

Accreditation of the environment does not mean every user should trust the model with every type of CUI. Users still need to follow classification guidance and data-handling rules. The model may be hosted securely, but the prompt entered into it is still data that is subject to compliance obligations. Training users on what can be entered into these systems is an important part of deployment, and it is not accomplished solely by securing the technology.

Governance cannot stop at security approval

The Pentagon's announcement shows that GenAI.mil is becoming a governed multi-model environment. Yet security approval does not decide which model to use. IL5 accreditation addresses the environment and the information the tools may handle. It does not tell a user whether ChatGPT Mil or Grok will produce a better route-planning summary, a more accurate contract review or a safer policy memo.

The department still needs clear rules for matching models to workloads. It also needs review mechanisms for outputs, especially when AI-generated text is used in decisions that affect budgets, operations or people's careers. If an AI tool recommends a particular course of action, who is accountable for the recommendation? How much human oversight is required before an output is treated as authoritative?

These governance issues are not unique to the military. Enterprises rolling out AI assistants face the same questions. Approving an AI platform to handle sensitive data is only one part of an AI governance program. Organizations also need workload-specific permissions, model-selection policies and human-review requirements. The Pentagon's move toward a multi-model platform may make this more complex because each model has its own strengths, weaknesses and failure modes.

One emerging practice is to separate the conversation layer from the reasoning engine. That is what GenAI.mil appears to be doing. Users may interact with a familiar chat interface, but the administrator can route tasks to different models depending on policy. This pattern is common in enterprise deployments, where a single user interface hides a cluster of models running behind an API gateway.

The Anthropic factor

The additions also come after a difficult public dispute between the Pentagon and Anthropic, the maker of Claude. The Pentagon had designated Anthropic a national security supply-chain risk after negotiations over restrictions on military use of Claude broke down. The dispute centered on potential applications including mass domestic surveillance and autonomous weapons.

Anthropic has been more publicly cautious than some rivals about military applications, and the company had sought contractual limits on how Claude could be used. When those discussions failed, the Pentagon took the unusual step of designating Anthropic a supply-chain risk. That designation was effectively a vote of no confidence in the company's ability to participate in U.S. national security AI work.

A federal judge recently overturned that designation, ruling that the government's actions against Anthropic amounted to unlawful retaliation. The decision was a notable legal setback for the Pentagon and created uncertainty about the future of Claude inside defense systems. Since the ruling, Anthropic may have an easier path to working with the Pentagon, but the relationship remains strained.

Before the ruling, reports said Pentagon Chief Technology Officer Emil Michael expected the department to finish removing Anthropic's platforms by the end of September. It is unclear whether the court decision will change that removal timeline. As of the latest announcement, Claude remains absent from the GenAI.mil lineup. The addition of ChatGPT Mil and Grok for Government shows that the Pentagon is willing to lean on other AI suppliers while its legal and contractual fight with Anthropic continues.
